Hamburg City Hall: six retractable bollards secure the access roads – technology redundant in a secured basement

We are pleased to introduce our latest innovation today - retractable bollards specially designed for Hamburg City Hall.

Hamburg City Hall is the seat of the city parliament and the Senate and at the same time one of the most visited buildings in the city. Thousands of visitors come every day, plus deliveries, official vehicles and events. The access roads to the building therefore have to do two things at once: open within seconds for authorised vehicles and remain a physical barrier that no vehicle can overcome for everyone else. For this we supplied six pneumatic retractable bollards made of stainless steel V4A (316) and supervised their installation in October 2025.

Six bollards at two access points

Four bollards stand in a row at the access road opposite the Bucerius-Passage, and two more secure the access on the side of the police station. When lowered, only the stainless steel lids lie flush in the granite paving, so pedestrians and cyclists can pass at any time. When raised, there is a row of stainless steel posts spaced so that no vehicle fits between them.

We deliberately do not state which bollard version is installed here or how it is built inside – for a site with a counter-terrorism brief, such details do not belong on the internet. What we can say: the bollards are made of V4A stainless steel (1.4571), pneumatically driven and were produced in our workshop in Seevetal near Hamburg, just a few kilometres from City Hall.

The access at the police station with the bollards lowered: two stainless steel lids in the paving, nothing else. Authorised vehicles pass without anyone having to get out.

All the technology sits in the secured basement

In a pneumatic bollard system, the bollard itself contains only a stainless steel cylinder. The compressor, valves and control unit are where they belong – here in the secured basement of City Hall. On the outside there is no equipment cabinet, no distribution box and no hatch that anyone could tamper with. Anyone who wants to get to the control system has to get into the building first.

This arrangement has three advantages that pay off for a building like City Hall:

  • Easily accessible: maintenance, draining condensate or replacing a component takes place in the dry plant room, not on the street in front of the public. The paving stays closed because there is nothing in the ground that would need servicing.
  • Redundant design: the system is protected twice over – if one component fails, the second takes over and the access points remain operable. For access protection that has to work around the clock, this is not an option but a must.
  • Protected: no cable, no hose and no valve is accessible from outside. The lines to the bollards run underground from the basement to the access points.

The fact that the bollards themselves need no electronics fits this concept: in the ground there are no limit switches, no circuit board and no heater that could fail or be tampered with. The system is sealed to IP69 and designed for frost, road salt and high-pressure cleaners, which are everyday occurrences on an inner-city square.

Operated from the police station via Loxone

The system is controlled by a Loxone controller and operated from the police station at City Hall. The officers lower the bollards for authorised vehicles and then raise them again; there is deliberately no number plate recognition at this site – here a person decides who drives in. For obvious reasons, how the release works technically remains internal.

The Loxone controller is the same basis that we also supply as a road control system for commercial sites and residential complexes: it switches the valves, monitors the system and can be extended with schedules, induction loops or traffic lights if an operator needs them later.

The Hamburg coat of arms from our own CNC milling machine

Every bollard head bears the Hamburg coat of arms – the castle with three towers, held by two lions. We milled it on our own CNC machine in Seevetal, directly into the V4A top plate. It is not a sticker or engraving film, but metal that lasts as long as the bollard itself. Below the lid a red reflective strip runs around the head, together with the red LED ring: both make the raised barrier impossible to miss in darkness and rain.

Installation in the city-centre granite paving

The paving around City Hall is historic granite paving. For the installation it was lifted section by section, the bollard sleeves were set and aligned in a row, the line bundles were laid to the basement, and then the stones went back. The construction photo shows the four sleeves with their lids, the cable rings and the old granite bollard that stayed in place. After jointing, nothing of the construction site can be seen any more.

What other local authorities can take away from this

Three decisions from this project can be transferred to almost any town hall, public authority or city-centre access point. First: put the technology in the building, not on the street – this protects the system and keeps servicing discreet. Second: plan in redundancy if the barrier has to work around the clock. Third: place operation where someone makes decisions anyway – here the police station – instead of automating where automation brings no advantage.

How the City of Hamburg proceeded elsewhere is shown in our reference Retractable bollards on Große Freiheit. We have summarised the basics for towns and municipalities in our topic page Municipal vehicle access protection; which bollards are suitable for which level of protection is explained on the pages Security bollards and Anti-terror bollards.
